When making this test be sure that the battery is in fully charged condition.

Assuming you re not getting near those voltages with the engine running you unplug the stator connector from the rectifier regulator.

As it s either your reg rec that s dead or the stator.
If it s only showing the battery 11 8v at 5k rpm then it s not charging.
It makes the clicking noise to start but won t crank.
